Norway Zimbabwe Relations
Norway Zimbabwe Relations
By Ocean Marambanyika, University of Oslo.
Contemporary relations between Norway and Zimbabwe have been characterized by ups and downs scenarios. An analysis of the relations between Zimbabwe and Norway is treacherous considering that much data on Zimbabwe is associated with Zimbabwe-UK relations and thus making such a study a virgin land. I will attempt to avoid repeating the much written and talked about Zimbabwe-British relations which always spill over and instead try to focus on Norwegian Zimbabwean Relations at social, political and economic levels. Indeed relations between these two nations are growing and there are substantially very big potential Norwegian interests in Zimbabwe. Make no mistake on the fact that Norway has a significantly strong long term interest in Zimbabwe. From the Zimbabwean side, the government in the country is desperate to have cordial relations with the Scandinavian nations like Norway. Zimbabwe reads the news of significant Norwegian wealth in the form of the petroleum funds and the Norwegian pension fund. After hearing such news, Zimbabwe becomes desperate to have a chuck of that Norwegian money as credit lines. Little does Zimbabwe know that there are totally strict guidelines that make it a practical impossibility for Norway to invest money from such funds in Zimbabwe or Africa in general. Why is it so? The traditional thinking that Africa still needs to become a normal business place might be behind the unspoken realities.
Social Relations between Norway and Zimbabwe
In the social area, relations between these two nations have been untouched by politics. Alternatively it can be said that political interference in social relations between the two has been minimal. Norway has been host to few musicians from Zimbabwe. She has been host students and academic researchers from Zimbabwe. In that way Norway has tried to strengthen social relations with general populaces from Zimbabwe at social people to people relating. The number of Zimbabweans who visit Norway is one of the lowest in the country (see figures from www.udi.no). Social people to people relations between Norway and Zimbabwe are very crucial to building bridges between the two peoples unhampered by political difficulties that are a bit more complex to overcome. In Norwegian and Zimbabwean foreign policy planning it is important that these states should strive to separate political influences from their social relations. This will make it possible for them to remain indirect political touch when tough political issues arise and then resume contact via social mechanisms. The economic relations have not been so visible.
Economic Relations between Norway and Zimbabwe
Economically Norway and Zimbabwe have very little trading relations. But what is true is that Norway is trying very hard to enter into potential markets. The interest that Norway is beginning to show in Zimbabwe is tremendous. Norway has not publicly and consistently announced the economic interests which it is targeting in Zimbabwe but one can speculate. The thinking here is that Norway might be interested in owning vast tracts of land in Zimbabwe and produce agricultural commodities for its own population and industries. The unproven proclamation that Zimbabwe has large undiscovered mineral wealth is another big possibility that Norwegian policy planners might be considering for the long term interests of Norway. In a matter of a few days Zimbabweans in Chief Marange area of Manyikaland province discovered diamonds which are estimated to earn the country some US$1,7 billion per year. Don’t forget some large quantities of diamonds were also discovered in Buhera district of Zimbabwe. More areas in the Manyika province will soon witness their own discoveries. Uranium deposits are said to be somewhere in Zimbabwe though this has been difficult to verify owing to the hostile political and economic conditions currently prevailing in the country. Norway knows all these issues when mapping out its policy strategies towards Zimbabwe. Economically Norway has been targeting Zimbabwe as a potential and very serious investment destination free of potential religious, ethnic and divisionistic politics akin to a number of Zimbabwe`s sister nations in Africa. Zimbabwe has just two major ethnic groups, Shona (85%) and Ndebele (12%) and 3% whites and others who fit into either Shona or Ndebele. Relations between these two ethnic groups do not present possibilities for external big powers to divide and rule the country. These two ethnic groups have high literacy rates which make them preoccupied with national development, peaceful corporation and engage in middle class politics. The religion in Zimbabwe is almost entirely 99% Christianity and again this will not present some religious frictions that her sister nations in the sub-region have been experiencing. This nation is therefore a tempting target for Norway to have strategic long term economic and business interests.
Political Relations between Norway and Zimbabwe
Politically the relations between Norway and Zimbabwe have not been very tense. However their relations have been acted within the context of the European Union Zimbabwe relations. Norway has been finding it very challenging to asset its independent position on Zimbabwe. Signs are that she prefers an alternative to what the EU desires but it has not been easy for Norway to come out in the open about her desires due to constraints within her alliance systems via NATO and EU security policies. Nevertheless what Norway has been open about is her demand for a more human rights sensitive regime in Zimbabwe. This has entailed a call for freedom of expression, media freedom, and human rights and democracy related freedoms. On the other hand Zimbabwe is desperate to have good relations with richer nations like Norway as opposed to the United Kingdom which adopts a big brother attitude, yet the people in Zimbabwe don’t have sufficient information of when the UK become a brother of Zimbabwe. Countries like Norway do not present Zimbabwe with the stresses associated with doing business with England. Doing business with Norway means that when differences arise, people talk respectfully without unnecessary arrogance and ultimatums which can make a part to a dispute even tougher. Expectations from the Zimbabwean side are that countries like Norway understand the meaning of dialogue. They are expected to understand that economic and political investments in Zimbabwe do not entail advancement and strengthening the interests of an extremely small minority of the national population of Zimbabwe. If Norway meets these expectations, she can be guaranteed to have strong potential to gain business and friendship deals in Zimbabwe. The contrary will produce contrary results for Norwegian expectations from Zimbabwe. Thus relations between Norway and Zimbabwe have a lot of potential and a great deal of mutual benefits is on the table. It is down to the question of mutual respect which will make the relations even blossom to higher heights.
